Manager, Enterprise Risk Management

Position Summary:The Clearing House (TCH) is a banking association and payments company that is owned by the largest commercial banks in the United States. TCH owns and operates the core payments system infrastructure in the US and is currently working to modernize that infrastructure by launching a new, ubiquitous, real-time payment system. TCH is the only private-sector ACH and wire operator in the US, clearing and settling nearly $2 trillion in US dollar payments each day, representing half of all commercial ACH and wire volume. TCH has provided critical services to the banking industry since 1853, and today, our core products facilitate services including Direct Deposit of payroll, bill payments, and check image exchange.

The Manager, Enterprise Risk Management will have responsibilities in all aspects of the enterprise-wide risk management program, with a particular emphasis on the Risk & Control Self-Assessment (RCSA) program. This role will support the execution of the organization’s RCSA Program and will interface with stakeholders across the organization to evolve the program and the ERM Framework through communication, challenge, and by fostering a risk culture. The incumbent will support leadership in identifying and managing risks during a period of rapid organizational and technological change and industry advancement.

Qualifications and Skills Required:

  • Bachelor’s degree in risk management, business administration, management information systems, economics, or a related area.
  • 4-7 years of practical experience in Enterprise or Operational Risk Management in the financial services or technology industries, supporting enterprise-wide functions and projects, and multi-tasking on projects with competing priorities.
  • Extensive experience and expertise with RCSA programs, including process identification, definition, and mapping; risk identification, articulation, and assessment; and control design and operational effectiveness assessment (including testing).
  • Experience working with a GRC platform (e.g., Archer, OpenPages, or in-house).
  • Experience working with Risk Taxonomies, Risk Measurement methodologies and/or Key Risk Indicator frameworks.
  • Ability to understand management objectives, risk appetite, tolerances, and impact of changes to risk profiles.
  • Strong analytical skills

Qualifications and Skills Desired:

  • Understanding and comfort with rapidly evolving technology.
  • Experience with IT risk frameworks; familiarity with Operational Risk principles
  • Experience in Payments and/or banking related fields, including Payments or Banking Technology.
  • Current knowledge of regulations and emerging industry risks in the finance, banking, and payments system industry, with specific focus on Technology.

Essential Functions and Responsibilities:

RCSA (Risk and Control Self Assessments)

  • Responsible for contributing to the design, development, implementation, and execution of the ERM Framework to effectively identify, measure, monitor, and control enterprise-wide risks.
  • Plan, execute and facilitate Risk & Control Self-Assessments, working closely with the first line of defense (FLOD).
  • Work as an educator and partner by facilitating FLOD execution, assist with RCSA training efforts.
  • Support the design and build of an enhanced RCSA process, data, and reporting.
  • Apply sound judgment in evaluating risks and controls; effectively challenge first line of defense on the identification and disposition of risks, and the adequacy of controls.
  • Socialize findings resulting from risk assessments with relevant stakeholders and assist with remediation of findings.
  • Monitor and analyze risks within the company's business units. Apply sound judgment in evaluating risks and controls.
  • Perform risk assessments to identify current and emerging key risks (operational, technology, etc.) based on industry developments and/or business initiatives.

RRM (Risk Relationship Manager)

  • Risk Relationship Manager for business units, acting as second line partner to specific FLOD areas.
  • Identify, understand, and assess Information Technology and other enterprise risks associated with the operational processes.
  • Follow up on Issues, Incidents and Remediation plans that require actions for respective business units.
  • Drive timely remediation of self-identified issues.

The working environment is generally favorable. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available. Travel may be required.

Employees will report to the office three days each week. Onsite work requirements may change at any time.

The anticipated annual salary range for NY-based candidates for this position is $120,000 to $150,000. Base salary and position level will be determined by the role, experience, skill set and location. For eligible positions, discretionary incentive compensation may be awarded contingent on personal and company performance.
